More than 2,000 professionals from hundreds of Romanian public institutions joined two webinars on AI governance, the EU AI Act and the practical steps organisations should take to prepare. The first session, held on 12 June 2026, reached 500 participants, while the follow-up webinar on 9 July attracted more than 1,500.
The webinars were organised by Fundația Progress, in collaboration with Romania’s National Agency of Civil Servants – ANFP, with expert support from CBRNE through the AI ORA initiative. They were delivered by Dr Irina Marsh, AI ORA Responsible AI Integration Lead, and Mihai Nămoloșanu, AI systems and technical governance specialist and ISO/IEC 42001 Lead Auditor.
The sessions translated EU AI Act requirements into practical organisational actions, including identifying AI tools already in use, classifying risks, strengthening procurement, developing role-based AI literacy, aligning AI use with GDPR, and establishing human oversight, traceability and clear accountability.
A central outcome is the Integrated Q&A Inventory on EU AI Act Compliance, developed from the questions and comments received during both webinars. The guide organises the questions into five areas: institutional governance and legality; data protection and security; implementation, procurement and infrastructure; risks and response quality; and AI literacy and role-based competencies.
It responds to practical concerns such as whether public or personal data can be entered into AI tools, how hallucinations and inaccurate answers should be checked, who remains accountable for AI-assisted work, what internal rules institutions need, and how smaller organisations can begin using AI responsibly. Its core message is that AI can support public administration only when accompanied by clear rules, appropriate controls and human responsibility.
The complete dissemination package also includes the webinar presentation, two reports on participants’ use of AI and an evaluation of the first session. The survey findings highlight the growing use of AI for professional tasks and the governance risks associated with informal or unapproved tools, while the evaluation records strong feedback on the usefulness, clarity and practical relevance of the webinar.
This collaboration demonstrates the value of connecting public institutions, civil society and specialist expertise to produce accessible resources that respond directly to the needs of AI users.
