Dr Florin Silviu Bondar brings over two decades of experience in institutional transformation, public policy, strategic planning and governance reform. He advises organisations on how to connect AI adoption with leadership priorities, organisational performance and measurable return on investment.
Florin has worked with European and international institutions, including the European Commission, OECD/SIGMA, the General Secretariat of the Government of Romania, ministries, local authorities and the University of Bucharest.
In his current advisory work, Florin supports public institutions, SMEs and organisations in using AI responsibly and effectively to improve decision-making, public service delivery, policy analysis and organisational performance. His approach combines strategic judgement, institutional diagnosis, policy evaluation and ROI-oriented thinking.
Florin holds a PhD in Political Science and is an Associate Lecturer at the University of Bucharest, Faculty of Business and Administration. He is also the author of Public Policy Game – Actors, Rules and Blockchain Imaginarium.
